If you have a TV as monitor, you feel it with your mouse. It seems like the pointer is drunk, always lagging eenyweeny bit behind. With gamepad this isnt as pronounced, but its still there and in competitive, fast paced games it is a problem because you see everything happen almost 1 second (little bit hyperbole) late than it is happening in realtime. For more relaxed, less reflex oriented games I personally leave it on.
